- from Historylink.org; Everett Neighborhoods - Lowell - Lowell is located on the west bank of the Snohomish River (just south of 41 St, Everett) - dates back to 1863, platted in 1873 - daily life centered around the Everett Pulp and Paper Company and ...... - EP&PC closed in 1972; likely had it's beginnings in the 1890's, first as Puget Sound Pulp and Paper (incorporated in July 1891) and later built the mill - name changed to Everett... in Mar 1895 (from historiceverett.org/chronology.html)
